Active shaping of university life
Coburg University of Applied Sciences has a large number of committees and responsible persons who are actively involved in shaping and organizing university life. These structures ensure that important topics such as research, teaching and student matters are effectively coordinated and implemented. Both internal committees and specially appointed individuals play a central role in ensuring high quality in all areas and representing the interests of university members.
Committees
Art in architecture working group
The Art in Architecture working group deals with existing works of art at the university (façade, interior or exterior), their relevance, authorship and locations. Sub-areas include "art in architecture", new placement of existing works of art or the placement of new works of art. To begin with, the working group is aiming to produce a brochure on the historical works of art.
Ethics Committee
The Ethics Committee (EC) of Coburg University of Applied Sciences has the task of assessing research projects that touch on ethical issues and issuing opinions on them. The assessment of ethical relevance is the responsibility of the researchers and those involved in the research projects they are conducting. Supervisors, doctoral candidates and students (final theses) are fully responsible for compliance with the ethical principles of Coburg University of Applied Sciences. This essentially concerns research projects involving human subjects. As a result, it is not necessary to apply for an ethics vote for every study or thesis that involves a survey, for example.

Contact person for anti-discrimination and anti-Semitism
Coburg University of Applied Sciences attaches great importance to fair and respectful interaction with one another. All members of the university – students and employees alike – are called upon to work together respectfully at all levels and to cultivate a culture of respect. Coburg University of Applied Sciences does not tolerate violence, harassment or direct or indirect discrimination on the grounds of race, ethnic origin, gender, religion or ideology, disability, age or sexual identity. For this reason, the university established the position of anti-discrimination officer.
In accordance with Art. 25 BayHIG, the anti-discrimination officer is independent of instructions.
The tasks include:
- Confidential initial and referral counseling in all cases of discrimination,
- Advice, receipt, fact-finding and coordination in formal complaints proceedings under the General Equal Treatment Act (AGG)
- Development of preventive and curative measures to raise awareness and avoid discrimination of all kinds.
- Creation of an anti-discrimination guideline. This sets out recommendations and options for action in the event of behavior that violates boundaries. Among other things, the anti-discrimination guideline names contact points for those affected and those seeking help and regulates the handling of complaints.

Contact person for employees with disabilities
Representatives for employees with disabilities are elected representatives who are responsible for the interests of university employees with disabilities
. Their task is to ensure that the rights and needs of people with disabilities are safeguarded in the workplace.
The election takes place every 4 years in November. Only severely disabled employees are eligible to vote – the appointee does not have to be severely disabled.
The legal basis for commissioning is set out in Book IX of the German Social Code (SGB).
Contact persons for students with disabilities or chronic illnesses
The representative for students with disabilities plays an important role in promoting equal opportunities and inclusion in studies. One focus is on providing personal advice to students.
Students with chronic illnesses, disabilities and/or impairments can contact our representative for students with disabilities and receive individual support in connection with organizational challenges during their studies. A central task is to support students in setting up compensation for disadvantages in examinations.
Compensation for disadvantages must be applied for in writing – at the latest when registering for the examination – and must be supported by a medical certificate or a certificate from a licensed psychotherapist or a child and adolescent psychotherapist. Compensation for disadvantages may include the provision of necessary aids, an appropriate extension of the processing time, extensions of deadlines or a change in the form of the examination.
The representative for the interests of students with disabilities or chronic illnesses must decide on the application for compensation for disadvantages.
The basis for granting compensation for disadvantages during studies is regulated in §11a of the general examination regulations of the Coburg University of Applied Sciences and Arts (APO).

Self-protection by the authorities

The purpose of the Self-Protection Officer is to protect people, buildings, property and university operations by taking measures to limit damage and avert danger until the responsible security and emergency services arrive.
Biological safety
In their function, the Biological Safety Officers (BBS) are responsible for monitoring the genetic engineering facilities and advising the responsible superiors.

The order refers to the system parts 8791.60-1-1 and 8791.60-1-2 approved by the Government of Lower Franconia.

Data protection
The EU General Data Protection Regulation (GDPR) has been in force throughout the European Union since May 25, 2018. The regulation replaces the 1995 Directive on the protection of individuals with regard to the processing of personal data and on the free movement of such data (European Data Protection Directive) and brings with it a modernization towards effective and concrete protection of personal data.
As a public institution, Coburg University of Applied Sciences and Arts is also obliged to comply with data protection regulations. The processing, storage and use of personal data requires a legal basis and is only permitted within the scope of the respective purpose limitation. Personal data that is no longer required must be deleted if there is no legal basis for further storage.
Persons employed by public bodies are prohibited from processing personal data without authorization; any violation constitutes a breach of data secrecy (Art. 11 BayDSG).

Diversity
The Diversity Department is responsible for promoting diversity, strengthening equality and equal opportunities, monitoring the implementation of equality policies and advising managers and employees on diversity issues at Coburg University of Applied Sciences and Arts.

Women in science and art
Equal Opportunities Officers for Women in Science and the Arts support students, academic staff and lecturers in all matters relating to experiences of disadvantage & discrimination based on their sex, gender, sexual orientation or sexual harassment & violence.
They advise on personal or structural issues relating to the topics of: Equal opportunities, gender & diversity, empowerment, etc.
Counseling is confidential and open-ended.
The following topics could be the subject of a consultation:
- Compatibility of work and study/study and family
- Gender in research and teaching
- Sexualized harassment and violence
- Discrimination
- Gender-equitable language: Guidelines for gender-equitable language
- Networking with initiatives, advice centers, etc. outside the university
- Gender-specific questions
Each faculty at Coburg University of Applied Sciences and Arts has an Equal Opportunities Officer for Women in Science and the Arts, who can also be contacted (see faculty pages).
Equality
The legal basis is the Bavarian Equal Opportunities Act (BayGlG).
The duties of an equal opportunities officer in accordance with the Bavarian Equal Opportunities Act (BayGlG) cover various important areas:
- Advice and support: The Equal Opportunities Officer advises and supports employees and university management in all matters relating to gender equality.
- Monitoring equality: It monitors compliance with the regulations on protection against discrimination on the basis of gender and actively promotes equality at the university.
- Public relations: The officer informs and sensitizes the public about gender equality issues and the implementation of gender equality policy in the institution.
- Representation of interests: It represents the interests of women at the university and campaigns for their interests, for example by participating in personnel and organizational measures.
- Reporting system: The Equal Opportunities Officer regularly reports on the implementation of the equal opportunities policy and makes recommendations for further development.
These tasks are intended to ensure that equality between women and men is promoted in the world of work and that discriminatory practices are avoided.
Information security
The legal basis for the activities of the ISB are the guidelines and recommendations of the Federal Office for Information Security (BSI) and the State Office for Information Security (LSI).
The role of the Information Security Officer (ISO) is to make a significant contribution to ensuring that the confidentiality, integrity and availability of sensitive information at our university can be guaranteed in the long term.
The ISB works closely with the ITZ, the data protection officer and the internal audit department
. An exchange is also to take place as a member of the IT Steering Board.
Ombudsperson for science
Professional conflicts between scientists can also arise in the scientific community. For this reason, a neutral ombudsperson is appointed who can advise the parties appropriately and mediate between them. The ombudsperson also advises on issues of "good scientific practice" and scientific misconduct.
As ombudspersons, Prof. Dr. Andrea Schmelz and Prof. Dr. Jens Grubert are obliged to treat all concerns confidentially. For the protection of the persons involved, this also applies beyond the conclusion of a case. In their work, they are guided by the DFG Code of Conduct "Guidelines for Safeguarding Good Scientific Practice"
The German Research Foundation (DFG) has also set up an online portal "Scientific Integrity". This portal contains the guidelines and corresponding explanations. In addition, there are comments on specific scientific fields, case studies, an overview of frequently asked questions, references to laws and other standards, associated DFG statements and external sources. However, the DFG itself does not participate in processes at Coburg University of Applied Sciences.
The ombudspersons are completely independent in their function and work on a voluntary basis.

Further education
The University Representative for Continuing Education is a specialist project manager in the respective business area who provides content-related support and operational management.
He is responsible for the following tasks:
– General: needs-based advice to the university management in the context of continuing education
– Strategic development of continuing education courses, taking into account the university strategy and regional
labor market needs
– Potential analysis and expansion of the range of continuing education courses via digital formats
– Advising the faculties on portfolio development in continuing education
